In Massachusetts, harassment protection orders are referred to as a 258e protective order.  If it can be shown to the court that there are 3 or more acts of willful and malicious conduct aimed at a specific person intending to cause fear, intimidation, abuse, or damage to property and that it does in fact cause fear, intimidation, abuse or damage to property or it can be shown that an act was committed that by force, threat or duress caused another to involuntarily engage in sexual relations the court can order a 258e protective order.  In order to obtain a 258eProtective order, the victim must present his or her case before a Judge in either a local District Court, Probate and Family Court, Boston Municipal Court, or Superior Court.
